If you want to go girly or frilly, do the picots. If this would be for everyday, around-the-house wear, I would leave off the picots.Just my humble opinion :)
Suzy, this is for a dialysis patient, so she can feel pretty and happy with it. So, one for picots.

Picots give it a little extra. However, without them it is just perfect too. Personally, because I work so slowly, I wouldn't have added the picots because it would take me forever to finish it. 8-)
